I have laid before the Earl of Clarendon your Letter of the 26th ultimo, stating that Mr Secretary Labouchere suggested that when a Colonial Ordinance is referred by the Colonial Office to this Department it would be expedient before consulting the Law Officers thereupon to communicate in the first instance with the Colonial Office, as Colonial Ordinances of importance are constantly referred by the Colonial Office to the Law Officers, and some confusion might arise from their being consulted
